Our position on data currency

RTOpacks presents data sourced from Australian government agencies and publicly accessible statistical collections. We are a licensed downstream consumer of this data — we do not generate it, and we do not hold an authoritative copy of it.

We are not a mirror. A mirror implies a synchronised push relationship — that when the source changes, we change simultaneously. No such push infrastructure exists for most Australian government VET data sources. NCVER does not push updates to subscribers. Training.gov.au does not notify downstream systems when a qualification is superseded. Jobs and Skills Australia does not emit events when the OSL is updated.

What we do instead: we ingest data on a scheduled basis aligned with each source's known publication cadence, display the vintage of every data element, and refresh promptly when new data is published.


Data currency display

Every data element displayed on RTOpacks shows its vintage — the date or period of the source data, not the date we ingested it. For example:

  • VNDA graduate outcomes data is labelled "VNDA FY2020–21"
  • IVI vacancy data is labelled with the reference month
  • Employment projections are labelled "VUEF model, May 2025 to May 2035"
  • VOCSTATS enrolment data is labelled with the collection year

If you are viewing data, the label tells you when that data was current at its source. Where a source has not yet been updated for a more recent period, the most recently available data is shown with its original period label.


Source refresh schedule

RTOpacks operates scheduled automated refresh Workers for time-series data sources. Refresh frequency is aligned with each source's own publication cadence:

What we cannot control

Several factors affect data currency that are outside our control:

Publication delays: Government statistical agencies sometimes delay publications due to data quality issues, resourcing, or policy decisions. NCVER delayed Q1 2025 Government-funded students and courses publication due to data quality remediation. We cannot accelerate government publication timelines.

Retrospective revisions: Government agencies periodically revise historical data. When NCVER back-casts data (as TVA was back-cast to 2015 following scope changes), we re-ingest the revised series.

Classification transitions: The transition from ANZSCO 2022 to OSCA 2024 (the new Australian occupation classification) will require a migration of our occupation-level data. We are monitoring NCVER's transition timeline and will update our data layer when the new standard is published.

No push notification from sources: None of our data sources operate a subscription or webhook model for downstream consumers. There is no government data infrastructure that notifies UCCA when a qualification is updated on training.gov.au or when a new VOCSTATS collection is published. We detect updates by monitoring source publication schedules and release announcements.


L3 data provenance panel

Registered users of RTOpacks (Level 3 — cp.rtopacks.com.au) have access to a live Data Sources panel showing:

  • Every data source integrated into RTOpacks
  • The source's own publication date for the currently displayed data
  • Our last ingest timestamp for that source
  • A direct link to the source agency's publication page
  • Status indicator: current (within expected refresh window) or stale (source has published new data not yet ingested)

This panel is the definitive audit trail for any data element displayed in RTOpacks. If you are an RTO conducting due diligence, a government agency reviewing our data practices, or a regulator assessing our compliance obligations, the L3 data provenance panel is the appropriate reference.


Data accuracy and corrections

RTOpacks displays data as received from source agencies. We do not modify or interpret source data values.

Where source data contains known issues (perturbation, data quality flags, publication caveats), we surface those caveats alongside the data. For example, NCVER VOCSTATS applies a proprietary perturbation algorithm to all cell values — this is disclosed on every VOCSTATS-sourced display.

If you identify a discrepancy between data displayed on RTOpacks and the same data at its source, please contact admin@ucca.com.au. We will investigate and correct within five business days.


Regulatory data vs statistical data

An important distinction governs our data refresh obligations:

Regulatory data (qualifications, units, training packages on training.gov.au) is subject to currency requirements — an RTO relying on this data for compliance purposes must ensure they are using the current endorsed version. RTOpacks displays regulatory data with its currency status (Current, Superseded, Deleted) as published by ASQA/DEWR on training.gov.au. We recommend RTOs verify currency directly at training.gov.au for compliance-critical decisions.

Statistical data (enrolments, labour market signals, graduate outcomes) is historical by nature — it describes what occurred in a past period. There is no "current" version of a 2024 enrolment count; there is only the published figure for that period. We display all statistical data with its reference period clearly labelled.
