Standards¶
RTOpacks-owned distilled reference layer for the Australian VET sector standards that govern the platform. Content is drawn from raw legislative instruments and published standards, with RTOpacks-owned structure, cross-references, and mapping to product modules.

When a value in a standards/ doc contradicts the raw instrument in legislation/, the raw instrument wins. The distilled versions are structured for readability; the legal instruments remain authoritative.
